CONCORD TOWNSHIP BOARD OF ZONING APPEALS
Concord Township Board of Zoning Appeals (BZA) held an organizational meeting on February 10, 2026. John Kipfer was elected to serve as Chair and Darren Webb was elected to serve as Vice Chair.
Concord Township Board of Zoning Appeals voted to hold meetings ‘as needed' on the third Tuesday of each month at 7:00 p.m. at the Concord Township Administrative Building, 6385 Home Road, Delaware, Ohio, 43015 for the calendar year 2026, unless otherwise advertised.

Testimony and Public Comment Policy
To ensure fair and efficient conduct of public hearings, the following time limits shall apply unless otherwise modified by the Chair: • The applicant (or their representative(s)) shall be allowed up to ten (10) minutes for their initial presentation, including
evidence, statements, and argument in support of the application. • Members of the public wishing to provide commentary (in support or opposition) shall each be allowed up to three (3)
minutes for their remarks. • All speakers, including the applicant and their representatives, as well as members of the public, must state their name
and address for the record prior to providing any testimony or commentary. •The Chair may, in their discretion, limit repetitious or irrelevant testimony to maintain order and efficiency. • Extensions of Time: Any speaker (applicant or member of the public) may request additional time before or during their
allotted period. The request must be made to the Chair and shall state the reason additional time is needed. The Chair
may grant a reasonable extension if it will not unduly delay the hearing or prejudice other parties.
Alternatively, the Board may vote by simple majority to approve an extension. • These time limits may be adjusted by the Chair at the beginning of a hearing based on the number of speakers,
complexity of the case, or other factors to ensure a fair hearing.

Concord Township Board of Zoning Commission (BZC) held an organizational meeting on January 22, 2026. Darin Hilt was elected Chair and Jeremy Tiller was elected Vice Chair.

-January 8, 2026: The BZC Meeting will not be held due to lack of business.
-January 22, 2026: The BZC will meet for an Organizational Meeting.
-February 10, 2026: The BZC Meeting will not be held due to lack of business.
-March 10, 2026: The BZC will meet to consider a draft of the Concord Township Comprehensive Plan - Approved subject to
comments on record.
-April 14, 2026: The BZC will meet to initiate a comprehensive review of the Concord Township Zoning Resolution beginning
with the administrative sections of the zoning resolution.
-May 12, 2026: The BZC will meet to review text amendments to the Concord Township Zoning Resolution.
-June 9, 2026: [CANCELED] The BZC will meet to review text amendments to the Concord Township Zoning Resolution.
-July 28, 2026: The BZC will meet to review text amendments to the Concord Township Zoning Resolution.
- August 11, 2026: The BZC regularly scheduled meeting is Canceled. Notice of reschedule will be given once finalized.
- August 25, 2026: The BZC will meet to review text amendments to the Concord Township Zoning Resolution at 7 PM
- September 8, 2026: The BZC regularly scheduled meeting is Canceled. Notice of reschedule will be given once finalized.
- September 24, 2026: The BZC will meet to review text amendments to the Concord Township Zoning Resolution.

Zoning Permit Process
FYI: For a building permit and inspections, you will need to contact the Delaware County Building Dept.
Below is an outline of the process to obtain a zoning permit in Concord Township.
Complete a Zoning Permit Application (link below) and attach the following:

One plot site plan on letter/legal sized paper (8½ x 11 or 8½ x 14) showing the name and address of the property owner and all property dimensions and setbacks of structures.
One set of floor plans on letter/legal sized paper (8½ x 11 or 8½ x 14) showing floor plans of all finished living area, plus garages and covered porches, decks, carports, accessory buildings, etc.
Plans and plot plan to have same orientation.
One copy of Health Permit if using on-site sewage treatment.
One copy of Driveway Permit from the Delaware County Engineer's Office.
Check made payable to "Concord Township" or currency according to the Zoning Fee Schedule (below).
Zoning Certificate is good for one (1) year issue date.
All new commercial structures require a sign-off from the Concord Township Fire Department.
A letter from the Delaware County Health Department indicating they have approved your construction plan is required before any permit for zoning is issued or prior to submitting to Delaware Code Compliance.

Zoning Boards
Public Information: Concord Township has both a Board of Zoning Commission and a Board of Zoning Appeals. The two Boards operate as per the requirements set forth in the Ohio Revised Code. Each Board consists of five regular members and two alternate members, that serve five-year terms, and are residents of Concord Township.
